Only assholes burn leaves in a neighborhood. Mulch them up and then no one else has to breath your smoke.

I think you are confusing composting with mulching.

The only reason I would compost is for the fish bait.

Can be a problem in rural areas too. I saw a woman buring some along a Hwy the other day. The wind was blowing a long, think line of smoke across the road. One person coming one direction could not see what was on the other side.

A light breeze is actually best for burning stuff, including prescribed burns.
