Strange. My buddy has a Ruger 10/22 carbine (stainless/synthetic) and I've never found it to be that loud.
But anyway, you may want to give some subsonic ammo a try.

i'll try it out thanks. and i don't know but it's not just me. i've had 4 hunting friends use it and every one has said something to the affect of "damn that thing is loud for a .22"

I've been wanting a 10/22. I was close to buying a wood/stainless one but decided I didn't need to blow more money. I think when I do buy a small game/varmint/plinking rifle I'll just get a .17 HMR. I already have a .22 pistol for burning ammo through.

Suppressors are legal if you jump through all the legal hoops. I sure as shite wouldnt be caught with one without the proper paperwork or hunting. I have a buddy who just got one on his AR-15, and it took him right at 6 mos.

Wolf standard velocity match will solve your problems. They cycle in a 10/22 just fine and are not much louder than cb shorts.
