Scouting food sources alone on public land is a tough proposition. I scout to identify where they are bedding first then find a pinch point and hunt there.

I remove all flagging I see on NWRs. I no longer hunt WMAs.

used to be you could not leave any ribbon or the fluorescent thumb tacks on any NWR or WMA...

What is a good bit? The WMA is 44k acres. With that said though something is better than nothing. Wick you have hunted OOS so I am sure you know, LA is woefully behind when it comes to public land and habitat management compared to a lot of other states.

I like to move the flagging and make a big circle back to the truck parking area. I spent 3 hours one day screwing with a guy on national forest. It was funny to listen to him bitch on opening morning after my hunt at the parking area.

The checkerboard off Big Alabama was clear cut and the Greentree had a large amount of timber removed. I have not been on the south side of the property.

Unless you catch someone in the act of hanging flags, I'd say it's just about impossible to enforce. You couldn't sit on a line of flagging and wait for someone to come down it, because it may not be the guy that hung it. It may just be someone taking advantage of another guy's lack of woodsmanship (or technology).
