Dude, this is New Orleans. The Firemen's Retirement fund has been in arrears since 1978! They had to put this mayor under house-arrest (on weekends only) just to get SOME KIND of restitution plan going as ordered by the court.

Over the years it's been asserted that most lawsuit judgement, even IF they get paid, are often ten years or more overdue. Yet, suddenly, the city and that foundation are pre-paying for services???

And no, to the other poster, no one in New Orleans wanted to touch this issue which is why a significant percentage of NOPD were distracted and detailed to these "projects" and NOFD actually did the work.
