You are thinking of federal Unsubsidized Loans, which always accrue interest. But as of 2009, there are no "student loan banks" for federal loans. The money comes from the government and they assign a loan servicer (i.e. account manager) to that loan, such as Sallie Mae, Nelnet, Fedloan, etc.
Outside of that, you just have private loans through banks/3rd party lenders

Can someone explain to me why tuition has skyrocketed in growth so much over the past decade?

When there is so much free government money floating around, universities hired more people, increased salaries, and generally did whatever they wanted to do in regards to budgets because the gov't wasn't only providing state funds directly to them, the federal gov't and state gov't were covering whatever student fees they decided were appropriate through tops and federally backed loans.

Happily! So according to his economic advisor, there are around 1 billion dollars in statutory dedications (the little pockets of money for pet projects) that could be cut without touching the Constitution.
That was the biggest item, but there were other things Vitter would have leaned up.
JBE wouldn't touch pet projects, because they would hurt his friends. Just like tort reform.

Semester tuition at LSU did not go over the $1,000 mark until 1992. The increase since then has far outpaced inflation. Did LSU figure that with the TOPS pot of gold they could gradually increase it without anyone noticing?

I never served in the Military but my girlfriend I had prior to meeting my wife was the daughter of a retired Major General who was the forward commander when we went into Riyahd in 91 for Desert Shield/Storm and was the Brig of the airborn Panamanian 'Just Cause' operation prior to that.
He was a North Georgia graduate and his sentiments indicated he felt the same way about most West Point officers. He was just an old accomplished Ga boy who bemoaned the politics of command and he seemed to equate West Point with politicians first and soldiers second.

Screw TOPS and this chicken in every pot mentality in Louisiana when it comes to higher education.
A "C" average gets you a scholarship to a state institution, coupled with the most 4 year campuses per capita in the country predictably results in the worst higher Ed system next to Mississippi.
Cut TOPS for everyone but 3.0 or higher students. Close some of these colleges that can't graduate students or have other major campuses within a 30 mile radius--Southern NO AND ULM come to mind--and suddenly the academic budget won't be so tight.

I don't a contradiction between any of what he said there and what's happened. TOPS hasn't gone away and isn't going to be cancelled or defunded. Payments have just stopped until they fix the budgetary issues.

Did ANYONE listen to Treasurer Kennedy's response, last night?
He gave five possible steps in his address, and indicated that he had about 400 more. Is he lying? He's been one, over the years, to try and do what he says he will do. David Vitter was the same way as a legislator, and a Senator, he proposed and voted, usually, as he said he would. In doing so he incurred the wrath of Edwin Edwards, back in the day, and was often named the least-liked Senator, with even his own party trashing him and calling him "hard to work with." That speaks volumes about a politician, and few want that reputation.
Governor Edwards will ignore Treasurer Kennedy, and likely won't even give his solutions the briefest of consideration. He's a Democrat, and this is their way of doing business for the last 30 years. Blame the Republicans for the doom-and-gloom that will come, scare the hell out of the electorate by lying or threats in order to raise taxes, taxes which are NEVER repealed.
But, hey, prostitutes.
