always thought that house on 44 in Gonzales was pretty cool. Never once thought the govt or neighbors should have a voice in what they did with it.

Correct, unless it there are environmental (alter drainage, etc) or safety (electrical, stability/falling) concerns why should government planning office have any say on garden installations. They shouldn't be governing ascetics, absent something like a historic district meant to preserve older buildings and historical architectural elements.

Permits should only be required where there are actual legitimate public safety concerns (building code issues, altering drainage issues, etc)

Furthermore, this is a small, wealthy town known for its very strict house and landscape ordinances similar to an HOA. So buying a house here you know what you are getting in to.

Unlike Atherton, Woodside and Portola Valley the other exclusive millionaire/billionaire cities in San Mateo County, whose money is somewhat newer money, Hillsborough is a very old money town. It was originally founded by the likes of the Stanford's, Pullmans, Sprekles, Hearst's, Mills and has always fought to keep its identity as an old money town. They have historically pushed hard to keep any type of new construction to the far western fringes of their town. This home is in that area. I remember the battle they had with the original builder.

Just a useless trivia note, the Doran Memorial Bridge, (where that photo of the house was taken from) that spans San Mateo Creek and the Crystal Springs Dam Spillway, is taller than the Golden Gate Bridge.
