I'm thinking the person filming was with the lady who got out of the car. Why else would they be filming at that moment? Also, they didn't really react to it in any way, just kept driving.

Dashcams bro, they run all the time while the vehicle is on. He slammed on his brakes pretty hard. I doubt he was with her.

Dash cams are increasing in popularity. And also, the person filming nearly rear-ended her. You can see the smoke from his/her tires.
