Wrong. There are treaties that make it illegal to place WMD (Nuclear, biological, chemical) in orbit or in outer space (oddly enough, even though it's an act of war, lobbing one onto another country is not technically prohibited by treaty, as long as you do it suborbitally). There is no treaty prohibiting conventional weapons on orbit . The Russians have sidearms on pretty much every Soyuz because bears.
Rods from God are perfectly legal to place into orbit.
