It could fall under another agency, but I don’t rule out that it’s DoD. I’m forgiving them telling that fib if it’s for very good reason.

Keep in mind, a credible threat could be really fricking hard to find. If a HUMINT source, who’s been on point in the past, suggests something is going to happen in an area, and that is corroborated by other sources, but the exact location isn’t pinpointed, it’s still very credible, but hard to nail down.
Alternatively, it may have already been found and neutralized but we have not shown that card so that we can work our way further up the food chain. Whatever it is, it may be inert now, if not actually in custody.

According to Claude AI the night time only makes the most sense in the context of this being a calibration and testing operation. At night there will naturally be less interference, so if they are trying to calibrate the detection/surveillance equipment to urban areas, night would give them the cleanest testing environment to work with.
Even if that's true, it still doesn't explain the lack of coordination with local authorities to make this a non story from the start. They may be killing 2 birds with one stone here, but this is at least part psyop or the lies they'd be telling would be different.
