They formed an Incident Management Structure on the 9th.
They began enhanced airport screening protocol in the US (with no doubt the help of the White House) on the 17th.
The Washington State Department of Health announces the first confirmed case of COVID-19 in the United States in Snohomish County, Washington. The patient traveled from Wuhan City, China.

And...

The Secretary of Health and Human Services (HHS) declares a public health emergency on January 31, 2020, under section 319 of the Public Health Service Act (42 U.S.C. 247d), in response to COVID-19.

I don't have an issue with that. I have an issue for his decisions forcing states to bid against themselves for medical and testing supplies they felt at the time they needed. I have an issue with federal agencies seizing some of those supplies states had secured. I have an issue that 3 months into this there are still areas in the country struggling to get the testing supplies they feel they need. And all of this could have been avoided had his administration taken it more seriously, and used the powers of his office to obtain those supplies and distributed them to areas that needed them. It would not have been a perfect response, but it our situation today would be a lot better than it is.
