I don't think the USPS receives any funding from the government. They also are not allowed to set their own prices.

Not directly. They have a $30 billion line of credit with the government.
In most years, they fund their daily operations 100%.

This is incorrect as well. For light packages, Usps is way more economical than Fedex. As your packages get heavier, then Fedex tends to beat Usps on rates. But then again, that is Fedex’s market.
