Remember Pedro's Tacos? Man, the bars would close at 2 but Pedro's was open til 3. I remember folks dancing and sleeping on tables.

Yes, LSU could and should have done more, but to claim LSU has the juice to fix this area is ridiculous. Its a social and community problem, but also a real estate issue. Even with massive federal investments market conditions are the biggest force for change.
Other large university with billion dollar endowments have has some success with community investment. But in almost every case its been a long, slow, and expensive effort with some marginal positive returns. Penn and the University of Chicago might be the best examples of university investments, and those school are surrounded by neighborhoods that made the bottoms look like the CCLA. But again its been over decades and those schools have the bank to fund it. Frankly, LSU doesn't.
Also this is directed to other posters in this thread, there is serious romanticizing of Highland Rd based on the location of a few fun clubs. Since the late 70s Highland Rd between LSU and downtown has always been rough, especially during the crack years.

Captain Jack on the dance floor at closing time pretty much guaranteed you were taking some chick home if you could stand to lower your expectations.
I don't think anyone has mentioned Xanthus or Tiger Tracks on Highland. Xanthus was the closest BR could get to a freakshow gay/alternative Blue Crystal type bar. We'd go there for the music and to crowd watch.

Also the Library, which was next to the Bayou was a cool bar.
And yes, crime was bad even back then. I parked next to the police station across from the Bengal one night and someone stole the radio out of my truck. Broke the side window. frickers.
THEN, about 4 months later, I was parked right in front of the Bengal, basically ON Highland road, and someone stole the leather bra off the front of my truck. (yes, kids, that was a big fad in the 80's. Everyone had a lowered truck, usually a Toyota, with a leather bra on it. But we didn't eat Tide pods or snort rubbers so don't judge)
