It may have changed, but last I checked LA still made it legal to drink in the car so long as the person driving is for hire.

How do you punish the drivers that are passed out at stop signs or red lights but only blow a .01 or .03 bc they've taken pills with the alcohol and can barely stand?

Drinking at social gatherings is common throughout the world. It's really only in areas with very conservative religious beliefs that it isn't really practiced.
Now, the volume in which alcohol is consumed varies drastically. South Louisiana in particular is notorious for consuming more than a drink or two.

Concordia Parish(Vidalia) has a bad arse drive through store where you can get Daqs for mom and dad, icees for kids, candy, 12 pack of beer, etc all without getting out.

By doing this you eliminate all the 'back-door handshakes' and bribes that judges, DA, ADA and whoever else receive when the guy that rolls in with a .20 or greater BAC pays 20K to get out of it.

Yes it is...it's where Phoenix, Scottsdale, Tempe, Glendale etc are all located and yes he is a POS. He does keep crime down and criminals scared though so at least he has that going for him.
