I told my wife the same thing when we were in Cancun last summer.

Because one is undergarments, you grow up learning being in just underwear is over exposed. It's also mentally, the last part to getting entirely naked with someone.
The other side is a socially acceptable exposure because it's for swimming. It's just all psychology, and plenty of women will push societal norms to be as sexually appealing to others as possible. That's how you end up with string bikinis while they purposefully ignore just how close to naked they are. Welcome to the west.
You knew all of that though, so does everyone else, so idk why you ask lol

I’m just going to take a wild guess and say material and functionality. Exceptions aside, a bikini provides a level of coverage that is designed to get wet but not become revealing. Bra and panties are more intimate in material and design, and are not intended for water.. so why do women freak out if you see them in one and not the other? They feel vulnerable being seen in the one because material and coverage has been reduced for the comfort of being worn under clothing
