If breasts weren't fat tissue and were a direct result of physical activity and exercise, then few women would have those either.
It's like another poster said...unless you are born with quality genetics, the only way to build a good arse is through a well-balanced workout regiment that incorporates compound movements; as well as hamstring and glute-dominant exercises. Plus, you need some self-control with your diet as well.
Despite what many people presume, women are genetically predisposed to have weak gluteal muscles. Women have pretty significant hip extension strength due to the mobility demands of the female pelvis during intercourse and child birth. However, women are much more prone to ACL tears due to a lack of firing in the gluteal muscles during various activities.
There are few people on the face of the Earth that have less discipline regarding such matters than females between the ages of 18-24. It is nearly unfathomable how much shite young women consume and how many poor health habits they subscribe to yet still are classified as "doable" by the majority of the male population.

See that's what I mean. In my opinion, her arse is next to nothing. I couldn't even fill two handfuls with that. The only thing accentuating it at all is that her swimsuit is pulled all up in her buttcrack.
