My golf buddy is retired from Lockheed Martin. He was the Senior VP of something or another designated in the F-35 jet. I asked him one day if they were regularly loaded while they're flying and he said they very commonly fly loaded. I also asked what the safeguard is for the missiles. Flip the lid up and push the button. Just like you see in the movies. Kinda surprised me but that was his answer.

Shouldn't they train at the weight the plane would normally be.
I would imagine the flight characteristics of the plane empty versus with full racks is very diffeeent.

The jet itself was designed to fit each branch of the military and each branch customized their jet. The Marines have their version, Air Force has theirs, Army has theirs and Navy a different one. Haven't asked him if the same can be said for the F-16 line. But he mentioned that one branch had a much larger fuel tank for longer flights, one was a smaller fuel tank. Weaponry was all tailored for the branches and a number of other tailorings that each branch wanted.
The target of what each branch wanted was continually moving also.

Things may have changed in the many, many years since I got out, but the only time our jets carried live ordinance was during combat or live fire exercises. The rest of the time they used blue practice bombs and missiles.

They fly with inert for training. I was an ordinanceman in an f-14 squadron in the 90's. Other than loading 20mm in the M61 it was always inert except when on cruise and in the gulf. The one exception in my squadron is we got equipment to carry Phoenix on the belly and it could hold 6 with 2 on the wings. We were the first squadron to test it. We loaded 6 live and they wanted to do a photo op. The jet trying to take pictures of it collided and both planes went down. If they loaded live on all training missions there would be a ton of unnecessary accidents. There are jets on the ground in standby ready to roll if something stupid happens.

Surely they practice with simulated full weight.
The dry weight of a 22 is 42,000 pounds, it’s weight fully fueled internally is 59,000 pounds. Max takeoff weight is 83,000 pounds. I’m sure it flies very differently with a full load of armaments and/or external fuel tanks. They have to have a set up for pilots to do training flights with the simulated weight of combat configuration.

To the Op, one place they utilize live missiles is out over the Gulf on Tyndall AFB's ranges (well, before hurricane Micheal that is)
Here is a great youtube vid that shows some live fire missile shots by Oregon ANG F-15's as they engage QF-4 Phantom Drones (Full size F-4's that are remotely flown from the ground/boat.
