Steel was a much lesser strategic material than copper in WWII for the US. The Mint was searching for a quick alternative to bronze which is copper, zinc & tin (the tin especially). They settled on steel in late '42 with the proviso that they would probably only do that for a year or two. They knew it was not a long term solution, the alloy was 99% steel & 1% zinc, which is not good for coinage, it simply wouldn't last. In '44, '45, & '46 they used spent shell casings and the composition for cents was 95% copper with 5% zinc (sometimes called "shellcase brass"). In 1947 the composition returned to the prewar bronze alloy with a bit of tin in it until the change in '82.

That's an odd coincidence that in the news this morning they mentioned the cost of minting pennies and how the FedGov took like a $45M loss last year on it. Maybe even ironic.
