Steel was a much lesser strategic material than copper in WWII for the US. The Mint was searching for a quick alternative to bronze which is copper, zinc & tin (the tin especially). They settled on steel in late '42 with the proviso that they would probably only do that for a year or two. They knew it was not a long term solution, the alloy was 99% steel & 1% zinc, which is not good for coinage, it simply wouldn't last. In '44, '45, & '46 they used spent shell casings and the composition for cents was 95% copper with 5% zinc (sometimes called "shellcase brass"). In 1947 the composition returned to the prewar bronze alloy with a bit of tin in it until the change in '82.
