So, "verily, there is nothing new under the sun." We see that again today, only now they try to redefine words and concepts as old as time.
Does France's evolution into a parliamentary system of legislation play into this in any way? The original question, I mean, unlike our establishment of a bi-cameral representative republic?

France has to go through at least two more “Revolutions” before they became a representative form of government like the British and the US.
The Congress of Vienna attempted to roll back all the Enlightenment ideals and return Europe to a pre Napoleon state. Italy and Spain would also have bloody Revolutions in the 19th century, but nothing like France’s.

That was in the declaration of independence which was seceding from a government who claimed its power from God. The declaration also states that a just government derives its power from consent of the governed. The constitution is the actual governing document and the first line is "we the people". The rights and liberties we enjoy today come from human action and progress. A lot of people fought and died to give us what we enjoy today.
Edit: governing document is a bad term to use. The constitution is there to restrict government. We are free to believe our rights come from God but he isn't the one who fought for them.

8 haven't either and I've done a fair amount of listening/watching/reading about France between 1790 and 1860

Yeah but the unalienable rights of life libert and pursuit of happiness were basically an umbrella phrase for the Bill of Rights that came later.

I'd say it was losing colonial Africa. Africa is a jackpot of natural resources, of which the natives just cannot effectively develop. Also the shitshow that native African rulers have created in their countries is causing too many problems worldwide.
