why are these gnats in Biloxi so fierce?

Gnats are attracted decay.

If it weren't for the bugs and brown water, nobody could afford to live there!
I was born in New Orleans and spent many spring and summer nights in Bay St Louis and Pass Christian during my childhood. The gnats have always been ridiculous/apocalyptic.
I have an older aunt who lives at The Pass (up front) full time. In theory, I'm happy to visit and help her with whatever she may need. In reality, the gnats are slowly sucking the good intentions out of me.

We have them up here in Ark. too. Here's a proven method to keep them off of you - vanilla extract. Wipe it on exposed parts of your face, neck, and especially the ears. I've done this for about the last ten years after an old timer told me about it. The little buggers will still swarm around you but they will not bite. Try it, it works plus you'll smell better.

To actually answer your question.... The barrier islands. They get blown in from the islands. Biloxi and pass Christian are the worst.

Gnats were terrible in Grande Isle this weekend too.

Locals are immuned and wait til you get one in your eye.
