Why are hobos and hobettes allowed to litter?

Driving thru downtown Houston on 45. Every little clump of trees the hobos and hobettes have their little shanty towns set up. Trash everywhere. Hundreds of pieces of trash...along with their stolen HEB buggies and bicycles
Is this just a “we don’t wanna be mean to the homeless” thing? Trash is there year round and it’s against the law
At least make them pick that shite up

I agree.
There is a potential solution for this that I have employed. Simply roll down your window and tell the homeless person that if they'll pick up all the garbage at the intersection you'll give them a bag of chips or a dollar the next time you pass by. Until then, you're tapped out.
