Anyone can become a principal with a master's degree in education.Here in EBR parish if a principal screws up they don't get fired,they get promoted to a new made up job with more pay.Back when I taught in this system the big savior was to be computer technology with the internet(kids don't like textbooks). So the school system spent barge loads of cash on computers(bought at an over priced rate) and internet hook ups. The kids were never interested in reading about the Ideal Gas law, they wanted to look at the new Jordans and Glocks. The money was wasted. Now the school system is giving each student a Pad,how will they practice their cursive handwriting skills?

SPED ties up an exorbitant amount of the budget. School funding, at least to me, isn't the issue. Allocation of funds, imho, is the major problem. My take: when a significant portion of the budget (50%+) is earmarked for 20% of the student population, you have a model that is going to have issues. Additionally, when taking into account Louisiana style graft and corruption, it isn't surprising that fewer dollars are reaching the classroom.

How do you actually prove or disprove this? The best I can do is look at some raw stats and see what it seems to imply. that is that spending rates do not seem to make much difference.
Here is some data I compiled form these two sources

A simplified spreadsheet showing educational ranking for k-12 vs educational total spending ranking, instructional spending ranking, and support services ranking in $/student spent. 9 of the top 10 are in the bottom 25 of spending per student, 6 in the bottom 10. 9 or the bottom 10 are in the top 25 of spending, 4 in the top 10, 3 in the top 5.

I never argued against the NUMBER of administrators with you. This is why LA has such high spend yet shite results.

I think it depends on the department, level of government, ect. Legislative Auditors do a lot of it too.

I don't think the problem is just money, TBH. Things are rarely that simple. I'm sure the how and why money is spent have a lot to do with it. I suspect more competency near the top usually leads to better competency at each level. I also think these things have a sort of inertia to them. Once you have really good performance, it's probably cheaper to maintain that if you are diligent about doing that. In other words it's probably a lot cheaper to stay in the top 10 than to get into the top 10.
I'm just saying that money alone will fix nothing and I suspect that there will never be a one plan fits all for our entire country, I think there will need to be individualize programs for specific regions and even more specific programs as you get closer to the local levels to address specific needs.
