So what's the criterion? Anytime, or while in tWH?
Anytime would have to be Ford, he was one of the top athletes on the Mich football team

Little known fact, in “American Brutus”, by Michael Kauffman, one of the people attending Lincoln on his death bed remarked that they were startled at how muscular he was when his shirt was removed. Rail splitting was probability quite a workout.
Also, there are many stories about physical feats of George Washington that are not just legends. Maybe not proof of being fit, but certainly evidence of his athleticism. There is one about him throwing an iron bar and others about his horseback riding. David McCullough references these in “1776”, I think.

The least physically fit men back then were probably like Matt Ryan quality but shorter. I believe it.

ETA: was never elected but Ted Kennedy had offers to play in the NFL, and by the Packers, who dominated the league when he graduated college

I'm going to go with W. Jogged a lot, would work on the ranch when he was on vacation, etc.

Bush 41 was a starter on the Yale CBB team which played in the first College World Series.
Not exactly on Ford’s level but that is up there.

Wasn’t Washington like 6’3 200 with a broad chest?

Look at Slick. Smile on his face, no visible signs of breathing distress and his legs are defined. That man is ready for the Hot Chocolate 5K.

His opponent Teddy Roosevelt. I’d definitely pick him in a fight vs every other President. Teddy was a tough mother fricker.

JFK at his prime is up there, but his back was wrecked while president. There were days he couldn't even stand up.
While President, I’d only put FDR, William Henry Harrison, and Joe Biden below him in a fight. JFK was extremely sickly.

Obama was actually probably one of the more fit presidents. Not necessarily strong, but baw was in good shape
No indeed. He was a smoker; that’s why he wasn’t fat. He hardly exercised. The gold medal winner is George W Bush, who was a flat out, mountain-bike-riding, shoe-dodging stud!

Abe Lincoln was a county wrestling champion in his early 20s
George Washington saw a lot of combat in his younger days before the Revolution. Probably should have died several times from being shot at. He also caught some of the more severe illnesses from back then, but he recovered every time and managed to survive until the age of 67
