These two

Ted Dibiase, his character in WWE may have hidden much of his ring skill but back in the MidSouth/UWF days he was great in the ring.
It was noticeable even to me that he could go into the ring with a complete rookie jobber and without any help make it look like a real match that the guy had a chance of winning. Very impressive supporting actor

Randy “Macho Man” Savage. He combined technical skills with emotional resonance like none other. Dude wrestled classic matches AND hit you in the feels, every time out.

Bret Hart IMO
In the WWF..His work always looked great, he could make anyone look good, he was believable and took thr business seriously. He was also great backstage..and if more people had paid attention to Bret Hart instead of Shawn Michaels..the business would be in better shape today.

Mr. Stinky and the BingBang crew followed closely by the Beast Side Boys.

Billy Kidman is under rated and had the most dangerous finishing move.

Would have been technically amazing.

I agree with macho man.. before WM3 he called Ricky Steamboat at midnight before their famous match and started going over every move and they hit everyone to perfection in what has been called one of greatest matches ever. Shawn and Bret. We’re really good too. And for their size I’ll give HHH and the Undertaker their due.

Hart and Angle will always be the guys for me but Benoit and Eddie are right there for me, also. Those two gave their all every night.
And this might be unpopular, but Trips is underrated for his in-ring performance. Guy carried so many matches. The IronMan match between him and Jericho on RAW where he rips the quad off of his bone and goes for another 45 minutes comes to mind.

Stone Cold Steve Austin, aka The Rattle Snake.

Who is the best in-ring performer in WWE history?

In my opinion being a solid in ring performer is less about how many flips one can do and more about being able to put together a match that tells a solid story
There is a reason why guys like Ricochet and Cesaro couldn't get over in WWE even though they could flip around and around

Foley/Mankind always laid it on the line and gave it his all every time he went into the ring. He will always hold a special place for me. His lack of technical skills were made up by his willingness to do WHATEVER to put on a show!

Foley was a demigod. Nobody more committed to the craft. The undertaker cage match is the most savage shite ever done in pro wrasslin.

Top 3 in ring performers are
1A. Bret Hart; Patient, and one of the best to control a match. Great with two feet on the mat, power and submission. He has great matches with so many different wrestlers. Favorite match with him is Hart vs Stone cold where they flipped heal and baby by the end of the match.
2A. Ric Flair: Changed the game, and continued to get better and better. Completely mastered the change in momentum. Second best seller of all time. Best Promo guy and personality in wrestling history. Favorite Matches: Ricky the Dragon Steamboat there's so many, and Flair vs Shawn Michaels (my favorite match of all time)
3A. Shawn Michaels: The absolute best seller in the history of wrestling. Before his back injury he was probably the best all around. Flying off the top ropes, taking/giving a quick jab, and Sweet Chin Music is one of the greatest finishers of all time. He'd pull it out of nowhere, and also get to the corner and set it up. There's so much Flair in him, but he really takes it to the next level. As said previously the Michaels vs Flair match is absolutely perfect.
Honorable Mention:
1. Ricky The Dragon
2. Brock Lesner (once he learned to slow down)
3. Rey Mystereo
4. Kurt Angle
