My dad is very hard of hearing. I tried to teach him sign language. He said it is not his problem. Other people can just quit mumbling and talk louder.

ADA Requirements: Under Title III of the ADA, stadiums must provide auxiliary aids—such as captioning or sign language interpreters—if requested to ensure effective communication for deaf or hard-of-hearing fans.
The NFL doesn't want a bunch of NAD's (National Association of the Deaf) picketing and waving their hands around outside the stadium during the Super Bowl.
