I do this maneuver routinely on Tchoup and always put my blinker on to avoid this exact type of accident.

Im not familiar with traffic markers on this street but if it is marked as legal to pass on the left then Driver A is at fault. It is the responsibility of the person turning across a lane of traffic to make sure that it is clear.
If the road is marked as no passing then driver B can be ticketed for passing in a no passing zone, but driver A still made a left hand turn across a lane of traffic before checking to make sure it was safe to do so. Im not saying they are at fault, but I can see how someone would want to bring that to litigation before just accepting fault

I have no idea what the law says here, but I'm inclined to blame A. Every driver should be fully aware of their surroundings at all times, full stop. It was A's responsibility to know that B was passing on his right.
Mirrors exist so that you know who is coming up behind you. Use them.
Edit: If driver A had his turn signal going indicating he was turning right, then shame on B. But since he actually wanted to turn left I'm guessing he was indicating a left turn and then suddenly swerved to the right.
Edit 2: Just reread this and realized I had it all wrong. I thought B was passing on the right, not the left. I'm thinking it's both parties that should be taken out to the woodshed now.

I'd say Driver B is at fault. Now if Driver A had been on the right shoulder and turned left, into the lane of traffic, and Driver B hits Driver A in the drivers side door, then Driver A is at fault.

This is how I have always heard it explained...
If it was a legal passing zone and
Driver B had fully occupied the passing lane and
Driver A did not signal properly then...
Driver A could be found at fault. Like many laws, little things can change who is at fault.
If driver B was just straddling the center line then he would be at fault. If driver A properly signaled then Driver B could be at fault.
This is why one should always signal. But then you have to prove you signaled.
