That's hardly consensus. Maybe the most common U.S. interpretation of the word, at best.
It especially does not at all mean that people living in former colonies self-identify much as "hispanic/hispano."

A lot of Central American countries don't speak actual Spanish. They speak castellano. Or at least that's what the Hondurans that I work with told me.

The written spanish is pretty much the same everywhere, Spoken spanish on the other hand, is clearest (and best IMO) in Colombia, Central Mexico and with upper class Peruvians.
