Perhaps it’s too low, but in my experience, it’s around the 190,000 level mark where you first start seeing the 400+ feet-tall buildings.

Moreno Valley, CA. Pop 208,000. There's no skyline this is the best I could do



This is from the top of their wiki. I guess it's "downtown". That's the problem, there are entire residential suburbs over 200,000

Or it just needs to be that the city is the major business district in the metro area. All of these high population places with no skylines are satellite cities and suburbs of a main bigger city.

Instead of increasing the population, maybe need to narrow the candidates down to hubs as opposed suburbs.

The boat has it right.

Think Little Rock or Albuquerque, not Brooklyn.

There are still issues anyway because populations extend a long way, but different municipalities have their city limits at different distances from the center. I don't think there's any pattern. So in Jacksonville you are way out in the country but still in Jacksonville. In Birmingham you cross the street and you're in Mountain Brook or Irondale or wherever.

I don't think there's any pattern. Population doesn't tell you much
