As many have already pointed out - if this is true, then it doesn't make sense to consider Chattanooga/Eastern TN. You should probably think more about whether y'all really want to be somewhere warmer & near the coast... now if you currently live in North Dakota, then I guess Eastern TN qualifies but I don't consider 6-7 hrs "near" the coast.

If it’s true retirement then I’d choose beach or suburb of Bham. Mississippi is disgusting especially Biloxi.

Of those mentioned, I would have to say Panama City for the tax and fishing advantage but I really don’t like Panama City.
Biloxi is okay but would take ocean spring over it. Fishing is good but Mississippi is poorly run state though.
Chattanooga is a darn nice town and it’s in Tennessee so it gets strong consideration.
Not much fishing though.

Of the cities listed, Biloxi would be WAY first and Birmingham would be WAY last.

We live in central OK. Might as well be North Dakota. S. Padre is 12 hours, Destin 14 hours.. 6 hours is a nice easy drive comparably

Chattanooga or Panama City, and probably the latter. Been looking at property east of Panama City. They've got some nice, quiet areas farther east along the coast that are reminiscent of the Gulf Shores of old. OTOH, I've never had a bad experience in/around Fairhope, AL--as Livingston Parish's own John Schneider once sang:

I'd worry about the hurricanes though for Panama City and Biloxi.
Also, I don't see the point of Birmingham. I'd rather go a little north to Huntsville.

I don't know if i'd recommend someone retiring to Mountain Brook just because you're going to be paying an absolute premium to live there. Not assuming their situation, but if you don't have kids in school, there isn't much of a reason to be moving into Mtn. Brook when you can get stuff right around it that is just as nice. Now, there are plenty of really nice areas right on the outskirts, as well as Vestavia and Homewood that aren't as ridiculously expensive. Liberty Park is very nice as well. Just felt that an important distinction to make for someone not familiar with the area.
The nice thing of Birmingham is that its pretty easy to get to a lot of your other places. About 4 hours to Mobile area/gulf. 5.5 hours to Destin or so. 2 hours to Chattanooga. 2.5 hours to Nashville. 2 - 2.5 hours to Atlanta depending on traffic.
Otherwise, i'd retire down on the coast, just probably not Panama City.

Chattanooga has some of the best freshwater fishing in the country.

I've lived in Bham, Gulf Breeze, and Biloxi.
Life on the Gulf Coast can be great and it can be a shitshow. Tourist season & the inevitable hurricanes can make life there miserable. I evac'd one too many times, have fought insurance, and sat in beach traffic just trying to get to work enough to know I don't think I want to live there again. I do miss the water and the recreation opportunities it provided.
Biloxi has very few redeeming qualities to me. Maybe because I lived through Katrina there. The fishing required long runs to the islands or trailering the boat. The "beaches" suck. The only thing I truly miss is The Project Lounge. Great burgers and cold beer.
I haven't lived in Bham since I was a kid, but know many folks that love it there.
I've visited Chattanooga a few times. Seems like a cool place geographically to me. The river, the mountains & the city seemed like it had a lot to offer, without being huge.

With global warming, Chattanooga will be beachfront one of these days so Chattanooga is top of the list!
