CenLa has to be up there. Get far enough north to avoid hurricanes, but down out of tornado alley. Stay out of the flood plains and you're solid.

CenLa is prone to tornadic activity and will still get a deluge of rain when a hurricane hits. Not to mention CenLa gets a ton of hail.

Vancouver, VC, Canada. I have friends that live and work there, and the most they have ever complained aboot is snow or ice storms that melt away after a day or two.
