I just met this guy so if I'm leaving out stuff it's because I don't know it.

I just feel bad for him.

And I called LDEC and they're open for another week so that will be my first question to him is why is he not there? If I feel he lies or is shady I'll just let it go.

If this guy is in insurance I'm assuming he had flood insurance so FEMA wouldn't do anything. Unless your guy had renter's insurance I don't know why he would be expecting anything.

I don't have any way to know if he is or isn't lying, but if he is, the answer is obvious -- he thinks he might be able to get something from you.

It's not actually. The basic foundation of a human contains honesty. It actually takes much effort to go against it and lie.
Same thing with believing in God. It's human nature to believe. People have to exhaust a lot of time and energy in not believing.
