Depends. Are they acting in anger. Someone who causes pain out of self control deserves public humiliation and I have no problem providing it (I've never seen that though).

Spanking or arse-whipping, the thought of speaking up would never cross my mind. It is her responsibility to discipline her child. Too few do it anymore.
I'm more likely to speak up if a woman (or man) has a mouthy disrespectful brat and s/he isn't doing anything about it.

Yeah, it would depend on several circumstances and the context, the manner of hitting and other possible variables.
But as you say Jones a closed fist or a violent strike to a small child, I would hope I would have the nads to speak up. Have never been confronted with the situation to know if I would.
