I give a light tap when someone isn't paying attention to the light turning green.

I've been having to use it a bit more lately though. For some reason when I'm attempting to merge or change lanes (with plenty of room), people see my blinker come on and take that as a sign to gun it from 3-4 car lengths back to prevent me from changing lanes/merging.

Pisses me off to no end.

I only use it when I have an exit strategy. If the cars around me and behind me have me boxed in, I don’t honk even if I want to.

I have no issue using my car horn.

Used it earlier today when some guy was on his phone, no blinker on, and was just drifting into my lane and almost hit my front passenger quarter panel. He jerked his head up and flipped me off. So I honked again.

I was once issued a ticket that included improper use of my horn.
I was behind someone at a light, the light changed the person did t move. They were messing with the GPS.

I hit the horn a couple of times (I was running late to an appt), went around them and turns out it was an unmarked police car.

Reckless driving, improper use of the horn.

I still hit the horn at idiots, unless I'm in a bad neighborhood, then I don't

I used to say the right-of-way laws in NO said the first car to honk their hour at an intersection in the FQ had the right-of-way.

Oh, and you can Honk If You Love Jesus!

I use it for just about every scenario you listed. But, I don't know that I'd say the chance of escalation is "infinitesimal." All it takes is one crazy and your world can be flipped upside down.

For me its not about being afraid of reprocussions.

A horn should only be used when notifying another driver of an impending crash or accident. I cant stand it when people honk a half second after the light turns green.

People are just so mad all the time. They use the horn as a release way too much as some kind of power play.

Screw that. I'm going to make sure the other traffic has stopped first. I'm not getting t-boned because the guy behind me can't wait 2 seconds.

I use it when cut off, or a car sits more than 3 seconds on green.
