Same thing happened in Monroe a couple years ago. The laughing crab and the Mighty crab opened up about the same time and several smaller boiler type restaurants all popped up around that time

Probably the same loophole grocery stores use. They can't sell prepared meals, but they can sell you raw crab legs and throw them in their steamer as a courtesy.
