Also, at least in my state, is specifically illegal to issue tickets on the basis of generating revenue for a municipality. Most of the money for tickets goes to the state and not the cities/towns. That money is used to fund general improvement projects, road improvement, state prisons, etc. Most small towns/cities are funded from taxes and federal grants.

If we didn't have police officers we would end up like some country in Central America.
And it is hard to lump all police officers into one group. Let's use Louisiana from example. You have state police. Then each parish has it's own department (I assume all 64 parishes have a police department right?), then within those parishes you have city police.
A lot of these city police are police in small towns that have maybe 4 or 5 police officers. If you down HWY 1, there are the small town police like in Addis, White Castle, etc.
Elected officials or people appointed by elected officials run these departments so that adds a different element to it. Just like in states where judges are elected.
Then you throw in the fact that they do not get paid that well (and the smaller the city and parish, the less they make). So because of the pay, police departments have to work with whatever they are able to get.
And you factor all of that shite in and it is going to be complicated, but if you want change you can get out there and do what you can..
