Start Monday. That is the best time to do yard work on Sunday.

Whereas....if the law says he can mow his grass at 6:30 am, he can mow it that early and legally there isn't jack shite you can do about it.
Why does he have to consider the sleeping patterns of those in his neighborhood? Not everyone sleeps in on the weekend. And if they do...ear plugs. I worked nights for years. I slept during the day. In an apartment building for a few years on the first floor with the lawn guys right outside my window . I invested in ear plugs so I could get some sleep.
If we had to do our own yardwork...better believe I would be out there at 6 am on the dot starting up the mower. It gets too fricking hot by even 7 or 8 am in the summer out here.

Don't know why everybody wants to cut wet grass at 7 am.
I've got a pretty big yard that I cut with a push mower. It takes like 2 hours with weedeating and blowing to get it done. Easily taken care of between 9-11 am. It's only too hot if you're a pussy or are too old and should be paying someone to do it for you anyway.

Not here in the summertime. It's 95 degrees by 7-8 am. Sun is fully up at 5 am. I used to go hiking at 4:30 in the morning before the sun was fully up when it was still a "cool" 85-90 degrees.
Again...all gonna depend on where you live.

Why have a grass yard in Arizona anyway?
It's about 105 heat index or ambient that can be dangerous for most, so yeah I get an adjustment back to 8 in your climate. If it's big enough to require hours of work to cut and weedeat, I doubt you're close enough to the neighbors to have this be an issue anyway.

Some don't. Desert landscaping is very popular for a reason. But some want it for their kids and dogs to be able to play on.
The house we rent has nice grass in front and back. But full landscaping is included with our rent. We have sprinklers on timers. Water bill isn't crazy. With that and the landscapers(it doesn't take them long every other week to care for our yards)...it's very easy to maintain.

As soon as the grass is dry enough to cut. If it's nice enough to be cutting grass already, I'm just doing my neighbors a favor, I'm sure they would want to go ahead and get up to have as much time as possible to enjoy the day

My dad use to get up on Saturdays and start mowing at 630AM. By 8:30AM he was finished with yard work and had the whole day ahead of him.

When the weather is pleasant like now then I think 9 would be good but in June/July/August I think sun up is acceptable.

In the summer, you're going to be a sweaty mess no matter when you start. The humidity early in the morning is about 100%, none of the sweat is going to evaporate. I understand not wanting to cut at 12:30 when the sun is high, but 9 am isn't oppressively hot yet and the sun isn't going to be making it significantly worse. Pretty easy balance with neighbors who might get a little extra sleep on the weekends.
