So you would be in favor of raising the foreign language requirement, I could get behind that but I think two years is pointless

The best thing to do would be is paybacks for those that drop out. That is the most reasonable and agreeable option. It keeps the state from pissing away money.

For full scholarship:
Raise GPA requirement to 3.5
Raise ACT requirement to 25
Those making above the current requirements but below the cutoff for the full scholarship have to make due with a scholarship cap of $1,000 per semester.

I would change it to the following:
3.0 unrated gpa in core classes
23 on the act
If you don't graduate the money you took because a student loan you must payback
If your parents make 200k or more you are ineligible

Change it completely.
3.0 to qualify
Must be need based
Let the student take out govt subsidized loans. Upon college GRADUATION, with a 2.5 or better, pay the funds that the student qualified for directly to the lender. Would save taxpayers a ton of money.

High Scool GPA of 3.0 and ACT minimum 23

If you dropout you have to repay it. If you just lose it but stay in school no repayment.
If you leave after graduation you must repay.
If you come back to the state and are employed anything you already paid back is tax deductible and the balance is forgiven.

So would you be opposed to making it those who come from poor families get more?
If family A makes A combined 40k and family B makes 150k then family A receives more TOPS money? If they both meat the requirements

TOPS is the only social program that people that actually pay taxes can receive. I think since they pay for everything they deserve something

Don't care how much money you have... or... make. Make the grade... get paid. Screw the "needs based shite!" When do the people that pay in to the system get something?
You didn't pay in so why get more? All you have to do is make the grade. Nothing more. Make a high ACT / SAT it doesn't matter if you are rich or poor. You can get college money. Why should TOPS be different?
