2-3 weeks isnt enough time to do the whole US, I would take the NW or SW quadrant of the US and hit it hard.

Head to Colorado (crested butte, steamboat, aspen if you a few bucks).. Leave colrado and head up to Jackson Wy area (Driggs, ID is cheaper). Hit Yellowstone and fly fish around Island Park, ID ( awesome) after that I would head to San Diego for a few days and maybe do some day trips into Mexico.

Grand Canyon to Vegas to L.A., up the PCH to Seattle, then east through Montana to Chicago and south down Route 66.
