Crazy arse neighbor of mine once told me a story about the government dropping something in Camille in hopes of breaking it up. Not a nuclear weapon, but something to displace the pressure. I just nodded my head and told him how interesting that story was.

Nothing except sling a nuke's worth of fallout all over the place.

another thought if some sort of bomb explosion underwater can counter against a storm incoming surge.

If it affected anything, it'd be negative. You're just adding heat and energy to a giant arse heat pump, which will get it pumping harder. The kicker is no nuclear device is powerful enough to affect that short measurably. I guess theoretically you could blow the thing apart, but you'd probably blow the atmosphere off the earth or split it in two or something.
