I've always favored sterilization after certain offenses:
Rape
Murder
Violent Crime

no effect...death row in every prison is overflowing and yet we still hear about murders that happen every night.
jails are completely full of individuals arrested for DWI and smoking weed, yet people continue to do both.
some of the middle eastern countries will publicly chop a person's hand off with an axe for petty theft, yet people continue to steal.
there is something strange about the human psyche that pushes them to do these kinds of things even thought the consequences can be dire or life-changing.

A license should be required for each planned pregnancy. If you can't take care of a child, no license.

That's why the offer is only made to those on govt assistance.
And by God. Ice been saying this for a long time now. So glad others are FINALLY seeing the light.
Violent felons should absolutely be sterilized before release. And those on welfare need to be given an incentive to get sterilized to prevent them from poping out kids that they can't afford.
