24 inches fell on May 8-9
1995, in New Orleans. I was there. The water simply had no place to go, so it just got deeper…nothing like what was seen in Texas.

I remember that.

The flat terrain prevents what happened in Texas. The water isn't being funnelled and isn't flowing downhill.

Southeast Shreveport. Wallace Lake and Bayou Pierre would be a mess.

Louisiana had 2 events in 2016, March and August, that dropped more rain than Texas got. 12 inches of rain is more of a pluvial than fluvial issue for us.

Out of all the places in Louisiana what would be the last place you would want to be if 12" inches rain fell in a day?

In the Lasalle Underground Parking Garage in Baton Rouge

Is this a serious question?

It's a city that sits in a virtual earthen bowl surrounded by levees and two large bodies of water, an inadequate and under-maintained pump system, that's full of dirty people, crime, and drugs, and has a horrible disaster response record.

Wherever it happened, Mississippians would say their gulf coast got worse.
