I remember that.
The flat terrain prevents what happened in Texas. The water isn't being funnelled and isn't flowing downhill.

Louisiana had 2 events in 2016, March and August, that dropped more rain than Texas got. 12 inches of rain is more of a pluvial than fluvial issue for us.

It's a city that sits in a virtual earthen bowl surrounded by levees and two large bodies of water, an inadequate and under-maintained pump system, that's full of dirty people, crime, and drugs, and has a horrible disaster response record.
