Not trying to argue the original meaning of decimate, but it's commonly used now to refer to something being destroyed. I've never used it to mean a reduction by a tenth. This is a denotation vs. connotation issue, and I would argue that "destroy" is the more common version now. Language does evolve. Are you a native English speaker? (Serious question...no sarcasm.)

I think there is value in remembering and teaching the purest meaning of words, even though "language does evolve." Yes, people have muddled "literally" and "figuratively," but does this help or hurt our ability to communicate?
Another word I see decaying in this manner is "obliterate." It comes from the same root as "illiterate," and means to render something illegible. If we surrender and just let "obliterate" mean "destroy," we've lost a word and cluttered the lexicon with another useless synonym.
Many languages, like French and Russian, have official bodies that make these decisions. I think that would help English in many ways. It might add some clarity to legal proceedings, for example. I'd much rather linguists fight over the meaning between "must" and "shall," for example, than government bureaucrats.
That's actually a real example of something government bureaucrats got wrong.
