What were the "it" places to move to in late 90's and early 2000's?

Portland, OR, Austin, TX, Nashville, TN, Raleigh, NC just to name a few are all the rage now. Was wondering where the en vogue cities from 15-20 years ago are nowadays?

I recall Atlanta being "hot" in mid to late 90's.
