Houston and Jax are 2 good choices. My brother was in the service and stationed in Jax around that time.
It seemed like every time we would go visit him, they had a ton of construction going on. The people who grew up there always talked about how much it was growing.

I'm going to say Las Vegas. If you saw it after the crash it was depressing as frick even in 2012. Curious where it stands now.
