It was the murder capital of the country when I lived there in the early 90’s. Not much has changed. Had to step over a body under a white sheet to get to class one morning.

I'm all out of ideas.....
The reality I heard more from NOPD about the car stunts. They felt mor embarrassed and upset about idiots doing stupid car stunts holding up traffic the murders are car jacking.
The chief if police is moderately retarded, but he do what Teedy says.
The police force is at about 950 and that is every one from desk duty guys to top brass to street cops. They are hemorrhaging officers and they can not recruit to keep up with attrition.
The third district has 2 officers patrolling on a shift that is all of Gentilly from city park to the lakefront to industrial canal back to the interstate. That is a huge area and only 2 patrol cars. Crimes go unreported because cops can't go take reports.
It's a great idea for Teedy cant increase the crime #'s if you don't write reports.
