This is a pretty common thing. They buy buggies full of water, empty them in the parking lot, and then sell back the plastic bottles for money to then use for drugs and other things.
how drug addicts in Portland are emptying whole pallets of water bought with food stamps just to recycle the plastic bottles for $2.40 to buy cheap fentanyl

No reports that I know of referencing spread, or whether it increased or decreased.
The practice appeared again throughout the media in 2023.

I have always said food stamps should be a commodity based system like WIC instead of X amount per month.
But then you may have grocery stores that jack up the prices on those certain items knowing that the government pays for them.

Should be a government run food store they have to shop at that only carries white label cans and the bare essentials. If the recipient doesn't like having to use that store then they can get a job like the rest of us. Biggest abuse is when they let 7-11 type stores start accepting EBT.

Its not about banning items. Only certain items should be allowed.
Ground meat, bread, rice, potatoes, fruit, veggies, milk, thats it.

That is another good idea. Put the store in a very inconvenient location with little or paid parking with 9-5 banker hours like an Alabama ABC store, no sales or specials, except for clearance or Reduced to Sell merchandise.
