It's either a two-toed amphiuma or a Three-toed amphiuma, as both are found in St. Tammany Parish.

As several posters have pointed out it is an amphiuma, which is a salamander and not an eel (which is a fish).

I believe you're right. Actually, I seem to remember reading that it's a type of salamander. We used to call them "lamp eels" when I was a kid. AND we found them in ditches, living in holes.

This is the Southern Brook Lamprey which can be found in Louisiana:


I agree with the poster that suggested two-toed amphiuma. The two-toed amphiuma is an amphibian. For reference:
