Most neighborhoods have Facebook groups now. Post the question there and enjoy.
I fricking hate hoas, but Facebook was what brought down our corrupt hoa at our last home. Inform others, get them to ask the same question. Force an answer.
Be prepared that the entire thing maybe illegal, and an arbitrator may be required to step in and administer things until a proper election is held, etc. fun.

Different HOAs have different things they are used for but you should be able to access any information pertaining to what your HOA payments go towards. If you have the bylaws and they aren't being done, record everything and consider a lawyer.

I live in a small gated community in Baton Rouge. I’ve got no problem with the bylaws as written but the new HOA president is an absolute psycho. She has managed to assemble her little group of psycoettes and the emails coming out are crazy.

It maybe required, but I would inquire about what services come with the 133 per month. Things I would say would be appropriate would be 24 hour security at an entry gate. A bond that the HOA has to pay to maintain roadways or community sewerage.

You should be getting monthly or quarterly financial reports. If that’s missing or questionable, I’d reach out to the sec of state office…Our HOA is a 501 and all that’s reported to the state. (For LA at least)

General lawn maintenance, exterior insurance, trash, sewer and water. It's not a terrible balance. I have seen better, I have seen worse. The price isn't the issue...

HOAs can be so different in what they are required to do that it’s hard to see what should be expected for $133 to the $275 a month also mentioned.
For a neighborhood some HOAs might be basically just keeping houses in line with upkeep and exterior changes and have a pool and a common area while streets and other areas and services are public. As a city grows it may become stricter than some by-laws shifting enforcement and keep dues relatively low.
You can have some that add on being responsible for security (personal and/or gates and walls upkeep), responsible for maintaining streets if gated and streets are private, storm drainage, sewage, multiple pools & common areas/buildings within gated community including private neighborhood tennis courts, parks, & play grounds, and so on (and all the insurance, legal retainers, management costs, and payments into reserve accounts for future major maintenance that go along with all these).
They can also represent interests of neighborhood to varying degrees with local government.

I lived off CR 215 on a few acres.

They should have some type of covenant that’s legally binding and should be recorded at the county courthouse.
