The same thing that happened to the coming ice age in the 70’s/80’s, the y2k event, the global warming that would supposedly cause all of the coastline to be underwater, the climate change.... etc.
It’s all one big scare tactic. It’s based off of manufactured data in the hopes of scaring us all into allowing our freedoms and decisions to be taken from us and given to those who supposedly know better.

It was the 3rd largest ever in 2015 at 28.4
In 2017 it went down to 19.6. Then last year it went up to 24.8
So no, its not 'fixed'. It fluctuates. Much like global temps. Its all based upon sun activity, not mans activity

These are the type of bullet points that sound great in a Macro 101 textbook but fail to take into account the huge number of variables and particularly time to market.
Adoption of something like a new refrigerant based A/C system in an unregulated market even if it is superior often requires a long runway to significant market penetration. There isn't a significant consumable backend to allow for penetration pricing. It requires both early adopters prepared to accept the risk and modest rewards due to early to market pricing. It also requires significant manufacturing concerns to devote lots of money to R&D and education/marketing to develop a viable market.
One case study to consider is the high definition digital TV. Prior to the digital mandate, HD TV moved along fairly slowly with hardware being very expensive and 16:9 HD content and delivery ramping up slowly. After the mandate the quality of displays went up prices dropped like a rock and HD programming and delivery became ubiquitous. I paid almost $5k for a 65" Mits rear-projection HDTV in 2002 today I can buy a 65" smart flat panel with a better picture in pretty much every metric (save black levels) for under $500. This market would not be where it is without governmental intervention. I think most baws on a sports forum would agree their life is better for it.

Very pedantic post. Can you talk specifics instead of overly using the Econ 101 jargon?
What I'm gathering is that you're suggesting the government put in regulations to force R&D down a certain path and the subsequent risk taking?
That in itself pushes smaller companies out of the market because they don't have the capital to invest in R&D for new refrigerant relative to the bigger players, and therefore increases costs for the end consumer because there is now less competition, and companies then push their mandated R&D costs back down to the consumer.
It would be the same concept as the government mandating electric cars, or solar power plants.
You have to understand this, right?
