Who wears pants?
When I am in casual mode I am lucky to be wearing boxers.

Lululemon Commission pant (slant pockets like chinos). ABC classic (jean type pockets) not far behind. Commission fits just a hair slimmer. I haven't settled on anything better.

There’s a j crew outlet in Birmingham that has some really cheap and comfortable business casual pants. Pretty sure you can order from outlet online too.

The j crew chinos are great

For the dress code you described, check out Lands End. They have nice cotton polos, but a little bit on the pricier end for what they are. The Lakewash chinos are a great deal though at $50. Lots of fit options, small but good color selection, and pretty good quality. The additional milage you'd get out of them is probably worth the extra money compared to what you'd spend on some of the cheaper options out there.

For casual I usually wear work out/basketball shorts. Really comfortable and convenient in rain as they dry quickly. I only wear formal wear when it's absolutely required. I don't even have a formal jacket currently (my old one no longer fits).

You are not going to beat the LuLu's my guy. I have tried to find comparable pants that don't cost $150 and I always end up back at that pretentious arse store. So I guess just call me pretentious pants now.
I hate everything about that brand except their clothes.
