I would imagine New Hampshire or Vermont would have some towns like that. In Louisiana, Thibodaux, Mandeville, Nachitoches, and Hammond each sorta fit that bill. East Tennessee is nice, but can still get a little methy in places.

Portland has a population of 70k. Not what I would consider a small town.

Woodstock, Vermont gets my vote.

Edit: Sperryville, VA is amazing. I’d actually pick Sperryville over Woodstock.

Most small towns do this, or at least small versions like Trunk or Treat. These events are usually put on by local churches, police, or fire departments. The Baton Rouge area has many of these little events. As far as a big Halloween festival like in a Hallmark or Disney Channel movie? No idea.
